Chuck Miller is a construction expert witness.

The dictionary defines an expert as:

“Somebody who has a broad and deep understanding and competence in terms of knowledge, skill and experience through practice and education in a particular field or area of study.”

Physicist Neils Bohr defined an expert as a man who has made all the mistakes, which can be made, in a very narrow field.”

Chuck’s experience includes single and multi-family residential, mixed-use, commercial, and institutional projects across the United States.

During my 56+ years in the construction industry, I have made my share of mistakes. But I have also learned from them and from the mistakes of others. I reviewed 1,077 consumer complaints against contractors filed with the Idaho Contractors Board of the Idaho Division of Occupational and Professional Licenses from 2008 through 2022 and provided my professional opinion and assessment of the contractor’s compliance with applicable building codes, state and local laws, and the Board’s rules and code of ethics; the contractor’s conduct, the quality of the contractor’s work, and the ethical appropriateness of the consumer/contractor relationship.

He has served as an expert witness on twenty-nine (29) cases since 2017. Ten (10) of those cases are still pending. Thirteen (13) were settled before going to court. And six (6) were dismissed. Chuck has 50+ years of construction industry experience.

Additionally, he has invested in professional education and has extensive training in alternative dispute resolution.

As a result, Chuck has the knowledge and ability to be a convincing construction industry specialist when serving as a professional witness and/or providing expert testimony during a dispute hearing.

Chuck’s residential construction industry experience includes:

• 38 single-family custom home projects in Ada County, Idaho – ten (10) of which he designed;

• 776 military family housing units at the Aliamanu Military Reservation in Oahu, Hawaii;

• 200 military family housing units at the Naval Weapons Station, Yorktown, Virginia;

• 200 military family housing units at Tustin Naval Air Station, California;

• 300 military family housing units at Naval Station Long Beach, California;

• 28 modular military family housing units at the Sierra Army Depot, California;

• 886 military family housing units at Ellsworth Air Force Base, Rapid City, South Dakota; and

• apartment complexes in Manassas and Richmond, Virginia;.

His commercial construction industry experience includes:

• an optometric center in Boise, Idaho;

• Hidden Springs Community club house and pool;

• Smart Start Pre-School;

• Ada County Library Hidden Springs Branch;

• Hidden Springs Dental office,

• Hidden Springs Mercantile Expansion,

• Hidden Springs Marketplace mixed-use project.
